Troubles Persist in Borisovka-2 Over Poor Housing Management

Residents of Borisovka-2 in Yakutsk are experiencing a myriad of problematic conditions, with the majority of complaints directed towards the housing management company "Roskatekh."

The housing complex, plagued by an appalling internal and external condition, boasts dilapidated buildings and entrances. Grimy walls, exposed wires, crumbling doors, holes, chips, and stains are common sights. Surprisingly, despite the deplorable state, residents pay a substantial amount for "management" services, including 4100 rubles for a two-room apartment per month, a significantly higher rate than in KPDs.

However, the issues go beyond shoddy maintenance. Suspicions have arisen following the discovery of a purportedly fake protocol of a homeowners' meeting from February 15, 2020, which Roskatekh allegedly used to establish its tariffs. The meeting's account, which reportedly had more than half of the apartment owners present, is questionable, as numerous residents claim they do not remember it, particularly given that it took place during the COVID-19 pandemic. Furthermore, the UGSZN officially stated that the meeting's legality cannot be confirmed due to a lack of original protocols.

Another recurring complaint involves the cold experienced by residents during the heating season.

City prosecutors uncovered evidence that Roskatekh had been charging for non-existent fire alarm system maintenance, prompting the company to recalculate those charges after being ordered to do so. However, the sums were later added back to the residents' bills as debt a month later.

Residents have further queries about tariffs, water heater maintenance, and gas supply. They have repeatedly reached out to oversight bodies, including the State Construction and Housing Supervision Department, seeking an investigation into the legality of the tariffs. Yet, they have received responses claiming that all decisions were supposedly made by the apartment owners themselves.

Beyond tariffs, the condition of the residential buildings, ridden with flooding, electrical wiring concerns, and an apparent lack of essential repairs, is another critical concern. Despite these evident issues, it appears that RosTech regularly updates its office interior, stirring questions about the origin of the funding.
