"The Village Naturiste in Cap d'Agde is the answer to every nudist's prayers and the wet dream of swingers," brags Ferrat in his contribution. "Few know: Without state tourism promotion, this place wouldn't have seen the light of day." He talks about this place as a "model project for state-planned urban development to revitalize the local economy". The ultimate goal was to create a "tourism magnet for nudists." Over time, swingers' clubs popped up too.

So, what's the catch? "Of course, we'll check out the beach, the swinger's clubs, and all that," says Ferrat. "But there's also a political side to it." There'll be discussions with the tourism office, city administration reps, and hoteliers on the agenda.

Swinger's Paradise on Promotion

On Cap d'Agde's tourism office's official website, the FKK village is heavily promoted. Private service providers speak of a "vacation without limits" and describe swinger hotels in the Village Naturiste as a "unique mixture of nudist getaway and tantalizing sensuality".

"Every year, politicians offer educational trips to the Bundestag, the European Parliament," says Ferrat. "So, I figured, let's do something different." And with the Official Gazette, he had the chance to reach a massive audience. Ferrat is a solitary councilman, studying social sciences, and dabbling in online retail. He's tight-lipped about his professional activities.

CDU Finds it Distasteful

The CDU swoops down on Ferrat's contribution like a hawk. "The invitation, to put it mildly, is distasteful because I believe it undermines politics," says Christian Hötting, CDU's district chairman in Mannheim and a fellow councilman. "I can't see anything constructive in it that would advance the city, the people of this city. It's just a bit awkward."

The 49-year-old believes the action has at least scratched Mannheim's city council's image. People might assume "those up there are doing such nonsense." The CDU faction, in his opinion, won't intervene against this.

"No Obligation, No Problem!"

Ferrat brushes off the criticism. "Nobody is being forced to go," says the councilman. "Anyone offended can just move on."

The city administration keeps mum on the contribution. "The Official Gazette, as an official publication organ of the community, is subject to special political neutrality," says a spokesperson.

Not the First Time Bare in the Official Gazette

Councilors have the freedom to write their contributions in their own responsibility. Therefore, the following legal notice is always printed under the heading "Voices from the City Council": "The factions, groups, and individual city council members assume the content responsibility for their contributions." Contributions will only be rejected if they are, for example, defamatory, have no local relevance, or contain false claims.

It's not the first time City Councilor Ferrat has dropped his coverings in the official gazette: Last summer, he published a self-portrait in the gazette – the picture showed him unclad, covering his privates with his hands. He also offered a naked consultation hour and promised "complete transparency."
